Have you ever tried water color? It takes a lot more patience but it has a VERY similar effect when done well I've noticed. I've been trying to learn how to use them.
I haven't tried watercolors.
And you should also try reading some tutorials to see what to get. Those always help me. I think the most expensive thing with water color is brushes. You can always get cheap brushes but a good set of brushes is worth it.
